\nthe trend of Industry 4.0, Cal-Comp Electronics
\n& Communications Co. adopted a strategy
\nof International Management and Global Collaboration
\nthat increased units of manufacturing
\nfacilities at home and abroad, and involved
\nsystematic, instantaneous management APP.
\nAll efforts devoted to this visit had its origin
\nboth in the visits of Founder Clement C. P. Chang
\nto Thailand 20 years ago and Tai Wan-Chin,
\nvice president for international affairs, to Bangkok
\nUniversity (a partner institute of Tamkang).
\nPresident Chang’s visit intended to have this momentum
\nfurthered and in particular to have it respond
\nto the New Southbound Policy of the ROC
\nGovernment. Furthermore, Tamkang Secretary-
\nGeneral He Qi-dong elaborated, “Chulalongkorn
\nUniversity has four major research fields that
\ndeserve our attention. They are Aging Society,

\nand Chief Marketing Officer, Gill Zhou, came
\nfor a visit to Tamkang campus on September
\n26 and gave a speech in Carrie Chang Music
\nHall. In her speech, which was entitled, “How
\nto pursue a career life that belongs only to
\nyou,” Gill Zhou proposed three crucial keys to
\ncareer, “Self and Non-self, Change and Nonchange,
\nSkills and Super-skills,” emphasizing
\nthat the abilities to cross boundaries and to
\nembrace diversity are highly regarded in today’s
\nworkplace. In the Q&A session full of interaction,
\nshe encouraged students to pursue their dreams,
\n“no imagination of the future is far-fetched.”

\nTamkang signed a scientifi c education memorandum of understanding
\nwith Merck Taiwan on July 31st. Through university and industry
\ncooperation, Tamkang and Merck will collaborate and improve scientific
\neducation in remote areas of Taiwan. Xie Zhi-hong, president of Merck,
\nexpressed his gratitude toward the collaboration and agreed with Tamkang’s
\nconcept of Chemistry Vehicle, which brought chemistry education close to
\nchildren in remote areas. Xie said, “Direct subsidies for three straight years
\nwill be granted and resources in manpower and raw materials as well,” and
\n“Out of our philosophy of industry, Creativity comes from curiosity, another
\nvehicle will be subsidized for the wellbeing of children.”
\nIn response to the long-term financial support of Merck and alumni,
\nPresident Flora Chia-I Chang said gratefully, “Chemistry Vehicle originated

\nYukiyo, Japan-Taiwan Exchange Association.
\nIn the ceremony the international VIPs
\nand Tamkang top echelon administrators
\ngave a wholehearted blessing for the 597
\nstudents and wished them good luck in 102
\nuniversities located in 19 foreign countries.
\nIn the ceremony speech given to the
\nexchange students, President Chang
\nencouraged them, saying “Build up both

\nwere on the way to graduate. Exactly, university commencement. The
\nTamkang commencement of the 105th academic year was held on June
\n10th in Shao-mo Memorial Gymnasium. There were 7,200 graduates,
\namong which there were 469 foreign students from 33 countries. The
\ncommencement was a beginning from which graduates launched toward
\ntheir future.
\nBefore the commencement ceremony was a Tamsui campus roundabout
\nexcursion. President Flora Chia-I Chang, along with the three vice presidents
\nand all the graduates, took this roundabout excursion. Presided by President
\nChang, the commencement also invited former Tamkang presidents, Alumni
\nAssociation presidents, an ambassador and congressman of the Marshal
\nIslands, and many other international VIPs. In the ceremony, awards were
\ngiven to graduates who excelled in academic research, conduct, service
\nand athletics. Moreover, President Chang commended six outstanding
\nprofessors whose unconditional devotion to education really fascinated
\neveryone. Following the award ceremony was the Tamkang School Anthem

\nAssuming office on August 14, Miguel Tsao, TKU’s
\nAlumnus of the Graduate Institute of European Studies,
\nserves as the representative of the Office of Economy
\nand Culture of Taipei in Peru. Miguel Tsao has abundant
\nprofessional experience in diplomacy, including Director
\nof Protocol Section of Protocol Department, Embassy
\nCounselor in Costa Rica, Vice Director of Protocol
\nDepartment of Ministry of Foreign Affairs, Director
\nof Taipei Economic and Cultural Office in Miami,
\nAmbassador of Republic of China in Saint Christopher and
\nNevis, and Director of the Department of Latin American
\nand Caribbean Affairs of Ministry of Foreign Affairs. With
\nhis responsibility as ambassador to Panama ending in June,
\nMiguel Tsao was soon assigned to a new post. As Tsao

\nChen Jin-cai, alumnus of Department of
\nAccounting, was awarded with the Special
\nContribution Award at the 2017 Spring Banquet
\nout of his selflessness and sponsorship in
\neducation, scholarship and academic research.
\nAs Director-general and President of the board
\nat Win Semiconductors Co., Chen has laid
\na solid foundation for Win to be a leading
\nmanufacturer in global gallium arsenide wafers
\nand was awarded with EY Entrepreneur of
\nthe Year 2015. Even though in his 70s, he still
\ndevotes his full efforts in his field. He always
\nsays, “Every day is the stepping stone of
\ntomorrow. Grow up strong, or you lose ground.”
\nSpecialized in the composition and application
\nof gallium arsenide, Chen considers himself
\na trail blazer whose primary work is to get rid
\nof barriers that hinder every single employee
\nof the industry and create lubricant that makes
\nthe industry go on smoothly without backlash.
\nIn short, he is responsible for development and
\nresearch, and eyes on the technological trend.
\nWith insistence on independent techniques,
\nChen moves on in optimistic spirit, saying, “I
\nam making responsibility and team efforts the
\ncore value of the industrial culture. Precision and
\nsynergy will make the industry a globe trotter.”
\nAs renowned as he is, Chen shows gratitude
\nfor Tamkang and sets up foundations in the hope
\nof subsidizing accounting academic research
\nand scholarship. He also returns to Tamkang and
\nshares his experience in the industry in the hope of
\ninspiring students. He often says, “Don’t make the
\nvalue of your diploma depreciate. The top priority

\nChen Jin-cai, Entrepreneur of the Year, Encourages Students to Polish Professionalism

\nTamkang’s fourth wave is the period of 2005~2017. In this period of
\ntime, Lanyang Campus was founded and Tamkang began its fourth wave
\nin the time of Lanyang’s fi rst student recruitment. From then on, Tamkang
\ndeveloped into four campuses: Tamsui, Taipei, Lanyang and Cyber. Smart
\nmanagement in these resources made Tamkang’s potential develop fourfold
\nboth in academic fi elds and in cultural and historical assets.
\nFounder Clement C. P. Chang made a clear statement in 2005 Teaching
\n& Administration Reformatory Symposium, saying, “The Fourth Wave is
\ncharacterized by a discrete era that makes it indispensable to expand history,
\ntradition and culture along with thinking, innovation and breakthroughs.
\nBy doing this, Tamkang will be a hallmark that has its signature style and
\nultimately will become pillars and foundation of a nation.”
\nIn response to the highly competitive market of higher education,
\nTamkang adopted an inclusive, innovative strategy along with scholars,
\nbureaucrats, politicians and industry leaders. Its essence was to rejuvenate
\neducation, administration and management teams, and further to collaborate
\nwith international academic partner institutes. All these efforts made
\nTamkang’s international interaction strategy, a Blue Ocean Strategy,
\npossible, which was an optimal synergy in cooperation, resources, benign
\ncompetition and win-win situations.
\nBased on the latest research results of 2017 Webometrics Rankings of
\nWorld Universities (WRWU), Tamkang ranked 394th globally, 39th in Asia,
\nand 6th nationwide, top all the private-run universities and fi rst of its type
\ncoming in top 400 in Taiwan. This was Tamkang’s best performance in
\nthe past fi ve years. Furthermore, according to the research results of 2017
\nIndustries’ Favorite University Graduates done by Cheers, a Taiwan-based
\nmagazine, Tamkang ranked 9th nationwide, top 1 in 20 straight years. The
\nresearch analysis indicated that pliability and multi-faceted management in
\nhigher education made Tamkang a favorite of industries.
\nIn an interview with President Flora Chia-I Chang, she expressed her
\nhope, saying that ever since 1950 Tamkang has laid its foundation in
\nGlobalization, Computerization and Futurization, and further developed into
\neight colleges, 2,700 students and 1,400 faculty and staff members among
\nfour campuses. This year, the Shou-qian International Conference Center

\nLiu, paid a visit to President Flora
\nChia-I Chang on September 18. Those

\nWan-chin Tai; Dean of the College of
\nForeign Languages and Literatures,
\nProf. Lucy Chen; Dean of the College
\nof International Studies, Prof. Kaochen
\nWang; and Chair of Graduate Institute

\nEmilio Kwo-wei Kung, all having
\nan enjoyable talk. According to Prof.
\nLucy Chen, “José María Liu, who
\nused to be the ambassador in Paraguay
\nand Panama, is one of the outstanding
\nalumni of the Spanish Department. In
\ntoday’s talk, he is invited by President

\nGraduating from the Department of
\nSpanish in 1980, José María Liu has
\nacquired professional qualifications
\nand experience in the field of foreign
\naffairs, including important positions
\nin Spain and Honduras. Interviewed by
\nTamkang Times in October 2011 (No.
\n838), Liu expressed his gratitude to
\nTamkang University, his alma mater,
\nand shared with students his experience
\nin diplomatic services. In particular,
\nhe mentioned that extracurricular
\nexperience helped to lay the foundation
\nfor his work as the Director of

\nTamkang has had around 250,000 alumni
\nhome and abroad since the buildup 66 years
\nago. They have relevant achievements in their
\nfields. In gratitude toward Tamkang, the alumni
\nand their industries launched industry-university
\ncooperation and deem it a practical conduct for
\nTamkang to gain ground in this competitive
\nsociety. A good example is that in April,
\n2017, IBM Taiwan initiated Watson Artificial
\nIntelligence Project, collaborating with Tamkang
\nin the hope of consolidating professionalism
\nin AI and its market share. Another example is
\nthat in 2016 Teco Restaurants initiated Catering
\nService Program and Tourism Industry Program
\nat Tamkang with its subsidiary companies: Mos
\nBurger, Royal Host and Fujio Food in the hope
\nof bridging the gap in theories and practices. Still
\nanother example is that Media Tek Co. organized
\na science camp for high school students with
\nTamkang’s assistance for broadening their

\nThe Higher Education and Accreditation Council commissioned
\nby the Ministry of Education (MOE) showed the 105th academic year
\nresults of evaluation on universities in June. Among the 28 universities,
\nthere were 24 that passed all the eight evaluative items including
\nTamkang. Elaborating on the strategy of Tamkang in evaluation, Chief
\nAudit Executive Bai Di-qing said, “Tamkang has carried out an internal
\nevaluation, in the perspective of Total Quality Management and
\ncontinuous improvement, prior to that of the Council commissioned by
\nthe MOE. The optimal result comes from unselfi sh devotion to integral
\nadministration and management.”
\nThe eight evaluative items involved Student Recruitment by
\nRecommendation, Private University Administration & Planning,
\nCampus Environment Monitoring and Execution, Intellectual
\nProperties and Information Security, E-learning, Consultation for the
\nDisabled, Students’ Affairs and Consultation, and Sex Equality. In
\nresponse to the evaluative report that indicated the commissioners had
\npositive comments on Tamkang, Chief Audit Executive Bai mapped out
\nthe blueprint for Tamkang, saying, “All the present efforts in carbon
\nreduction, ISO certification, consultation for the underprivileged,
\nsexual equality and wholesome budget mechanisms contribute to the
\noptimal results. Building upon these, Tamkang will be gaining ground.”
